i cant see anyone that is online?

GM neighbor said that i am glitched and he told me to log off for 30mins. so thatas what i did. i logged off for 1hour to be sure. then i log back on and i still have the same problem. some npcs i cant even see. did anyone have this problem and know how to solve it? i need help asap. all help or advice is helpful. please help me fix this problem.
